The Indiana Department of Education calls the state’s voucher program one of the largest and most comprehensive in the nation. The average school received sixteen voucher students this year. But as StateImpact Indiana’s Ben Skirvin reports, one school in Gary received more than seven times that number– making it the largest recipient of voucher students in the state.
