It’s election season across Indiana and education is a major issue in the race for mayor in Indianapolis.  Incumbent Greg Ballard faces challenger Melina Kennedy, an attorney with a long history in public service. But just how much can the leader of city government influence public schools?  StateImpact Indiana’s Ben Skirvin reports.
